Records Analyst I
Electronic Records Analyst

The New Jersey Division of Archives and Records
Management is currently accepting applications for
the position of Electronic Records Analyst
(Records Analyst I).

LOCATION:  State Records Center, 2300 Stuyvesant
Ave., Ewing Township, Trenton, New Jersey

DEFINITION:  Under the supervision of the Chief of
the Bureau of Records Management, a lead member of
the team responsible for the records management
program for all state and local agencies,
including electronic records and electronic record
keeping systems, and, especially, data and image
processing systems.

DUTIES:  Serves as Records Analyst.  Provides
direct assistance to assigned state and local
agencies in the management of their records in all
formats and media, particularly electronic
records.  Consults with agency officials to
encourage and stimulate interest in records
management and use of appropriate records and
information management technologies.  Advises
agency personnel on the development of solutions
to record keeping and management problems, and
suggests recommendations, adjustments and
innovations designed to improve records management
programs.

Assists public agencies in the development of
retention schedules, vital records programs,
contingency plans, and proper storage and
maintenance procedures and facilities for public
records, particularly electronic records.  Directs
and assists DARM staff regarding the appraisal and
disposition of electronic records and electronic
record keeping systems.  Directs and assists in
the development and implementation of training
programs and material related to electronic
records for DARM staff and state and local agency
personnel.

Assists with certification process for image
processing systems for public records, including
advising state and local agencies on designing and
implementing image processing systems in
compliance with state guidelines and regulations,
site visits, and review and analysis of evaluation
forms and systems documentation for submission to
State Records Committee.  Assists in the
preparation or revision of guidelines, regulations
and legislation relating to the management of
electronic records.

WORKING CONDITIONS:  Includes local travel or work
at work sites other than at DARM facilities, with
occasional trips of longer duration, may be
required.  Type and amount of travel will be
dependent upon individual assignments and
projects.

EDUCATION:  Graduation from an accredited college
with a Bachelors degree required. Masters degree
or additional post-graduate education in library
or information science, public administration,
business administration, computer science or other
related field desired.

CERTIFICATION:  Institute of Certified Records
Managers (ICRM) Certified Records Manager (CRM),
Association for Information and Image Management
(AIIM) Master of Imaging Technology (MIT), or
Certified Document Imaging Architect (CDIA)
certification desired.

LICENSES:  Applicant will be required to possess a
valid New Jersey driver's license, only if the
operation of a vehicle rather than employee
mobility is necessary for the performance of the
essential duties of the position.

EXPERIENCE:  Three years of experience involving
the review, analysis and evaluation of records
management programs, administrative practices, and
the recommendation of improved methods therein, in
business, government agencies, or archives,
including responsibilities for records in all
media, and electronic records in particular.
Applicants who do not possess the required
education may substitute relevant work experience
for education requirement.  A Masters degree or
other equivalent post-graduate education in
library or information science, public or business
administration, computer science or other related
field may be substituted for one year of required
experience.

SELECTIVE PLACEMENT FACTOR:  Only candidates whose
applications show documented evidence of current
knowledge of and skills in the management of
electronic records will be considered for the
position.  Applicants who do not meet the
Selective Placement Factor will be ineligible.

SALARY:  Salary range $40,100 to $55,000;
classified service.
