Last week was an eventful one for Golden Beach Town Manager Rosemary
Wascura. Locked out of her office at the request of the state attorney's
office Monday afternoon, then forced to work out of the council meeting room
on Tuesday, she was allowed back in her office Wednesday morning -- just in
time to put the finishing touches on the last few town ordinances and
resolutions she was required by the court to produce.
``We're all finished, and it feels wonderful,'' Wascura said.

Access to patrol records granted

Some black and Hispanic motorists arrested by the state police have the
right to see confidential files that shed light on trooper traffic stops, a
state appeals court ruled Thursday.
The court rebuffed attempts by the state Attorney General's Office to
conceal some patrol records, radio logs, and other materials, including
files about arrests by two troopers on the New Jersey Turnpike and Route 80
in Bergen County.
About 30 suspects statewide, most arrested on drug charges, claim troopers
illegally targeted them because they were minorities, and want the courts to
throw out their arrests. They believe the confidential files could help
prove their cases.
