Albany -- The Assembly approved physician-profiling legislation last night
that aims to provide New Yorkers with access to shrouded information about
the disciplinary backgrounds of doctors.
With the legislative session set to end tomorrow, consumer advocates are
pressuring the Senate to follow the Assembly's lead and adopt the
legislation.
The Assembly bill, sponsored by Assemblyman Richard Gottfried (D-Manhattan),
would provide access to doctors' disciplinary and malpractice records. It
was approved, 106 to 42, by the Democratic-dominated body, with most of the
opposition coming from Republicans.

WASHINGTON -- Congress is primed to enact far-reaching legislation this week
that will make online records and signatures as legally binding as those put
down on paper.

Under a deal reached late last week that enjoys wide bipartisan support, the
lawmakers ended a long-standing dispute over how far financial institutions
should be freed up in a Net-based economy from current paper-based consumer
notification laws.

With a fiberglass suitcase tucked under his arm, Dick Shawkey came prepared
for his family reunion. He had packed a flatbed scanner, laptop computer,
Zip drive and printer, and he didn't waste a moment.
"I set everything up in a hotel room," Shawkey recalled, "and I spent hours
and hours scanning things."
Things like fading family photos, yellowed letters written in long hand and
aging legal documents that detailed the Shawkey clan's rich ancestry.

The original manuscript of James Joyce's "Ulysses" went on display Monday in
Dublin, the first time it has ever been exhibited in the city that inspired
it.
Joyce's modernist masterpiece records the city in precise detail, as it
traces the wanderings of protagonists Stephen Dedalus and Leopold Bloom on a
day in June, 1904.

understand why predictions of a paperless society are still wide of the
mark, look at the fax: fax machine sales still soar despite new technologies
that make it easier to send information electronically.
But analysts warn the popularity of fax machines could wane in the years
ahead, thanks to a nascent technology that enables computer files to be
transmitted over the Internet directly to a printer.

TORONTO (CP) - Ontario has introduced a complete set of commercial laws to
govern the rapidly expanding use of the Internet to conduct business.
The province's Conservative government said the legislation it proposed
Tuesday will give electronic contracts and documents the same legal effect
as their paper equivalent. "We're still in the old law of contracts based on
paper and paper arrangements," said Attorney General Jim Flaherty.
"The purpose of the legislation is make it possible to bring legal effect to
electronic contracts, electronic business arrangements in Ontario."

A treasure trove of rare New York City criminal records-from the late 1960s
and early 1970s-literally went south last week when they were mistakenly
shipped to a southern paper mill instead of to the city's municipal
archives.
Some 1000 boxes of records from the offices of the Manhattan district
attorney were scheduled for release to the public after being kept
confidential for more than 25 years.

(U-WIRE) BLOOMINGTON, Ind. -- The city of Gary has not always been the
stereotype of the urban hellhole.
Though now mired in poverty, crime and drugs, it was once a thriving hub of
the steel industry. Through a federal grant, Indiana University will
digitally archive its day in the sun.
With $19,000, the Digital Libraries Program is developing a Web site
offering a photographic history of the city. The pictures chronicle the rise
of Gary Works, the world's largest steel mill during the height of the
American industrial revolution.
