Unfortunately I think you misread what was written. The candidates are
rarely asking for these items rather they are a part of the total package
offered by the potential employer. As an employee of a state university do
you not receive certain perks that come with the job. In the past I know
that some universities (probably private) offered tuition discounts to
employees.

The idea behind 'totat compensation' is to know what you are really
receiving beyond just a salary. For example if your employer has a 401k plan
what portion of your contribution do they match. Do they match dollar for
dollar or do they match your dollar contribution with only 50 cents of their
money? If parking in a downtown city costs $200 per month for a leased space
what portion of that does the employer pay -- half, quarter, three-quarters
or all?
Look at it another way your current employer matches your 401k contribution
dollar for dollar and you are vested 100% from day one of employement, but
the prospective employer provides thirty cents for every dollar you
contribute and their plan has a graduated vesting program achieving 100% at
the end of five years. Which is better. wouldn't you like to know that
information before accepting an offer?

Is there is nothing wrong with a candidate asking during an interview what
the various job benefits are beyond the usual standards of insurance and
pension? I don't think so. However an applicant shouldn't shouldn't ask for
the moon and expect to get it.
