Ownership of Files



Thank you for all the information on computer policies, but the original request was aimed at all files regardless of format.
 
How do you make it clear to employees that files generated in the course of their work for an organization, business or institution belong to that organization, business or institution's archives? This is a concern especially for creative works, similar to what may be created in Research & Development areas or science labs or new product development in industry. 
Any proven tactics to counter the "I worked on the project, the files are mine" attitude?
