I hate to offer this advice, since it isn't terribly easy to put into action,
but the only possibility I see is to have it added to the organization's policy.
That may require a huge effort to get it added, but then you get to point to the
policy and say "tough.  The legal policy says so".

That also assumes that you can either enforce it or get support from the powers
that be when you need to.  So far as I can tell, everything done in the course
of business is the company's property.  You just have an enforcement problem.

But I suspect you knew that already.
