Job interview expenses

I am in the process of applying for jobs and my location on the West coast (Portland) and the fact that many of the available jobs are on the East coast has led me to become concerned about transportation costs for interviews. I have a few questions for the list. How prevalent is the practice of interviewing institutions paying for travel expenses for the interviewee? Why or Why not? Is asking for a telephone interview an acceptable alternative? What have your experiences been when in the job market? I appreciate your help and consideration.
