I would guess that the workers at Harley-Davidson had given a sufficient
amount of blood to qualify for 100%.

We have a photo in our collection, taken during WWI, that shows a square Red
Cross banner with "100%" above it hanging in the window of the
Harley-Davidson office building. Does anyone know what this means, refers
to, or stands for?
If it helps, the photo also features the company's service flag flying
outside the same window.
