Heitkamp wants public to know laws on records

Attorney General Heidi Heitkamp says 75 percent of the requests to her
office for review of potential open records and meetings law violations find
at least one violation.
The Democratic candidate for governor said Monday that fewer than 20 percent
of requests for open records information have come from the media.
"What's been amazing to us," Heitkamp said, "is how many of these requests
come from everyday citizens who simply want access to information."

PLYMOUTH NOTCH - Jennifer Nicoll pulls on white cotton gloves and delicately
handles the onion skin paper from 76 years ago.
With the fragile letter in her hands, Nicoll reads off the facts and figures
of campaign finance, presidential style, 1924.
The two pieces of thin, browned paper, held together by a copper grommet,
were found in Col. John Coolidge's desk by Nicoll, an intern with the
Vermont Museum and Gallery Alliance and the Vermont Division of Historic
Preservation.
The report, which was filed by a Benjamin Williams of Proctor, chairman of a
finance committee, reveals just how proud Vermonters were of their
native-born president. Williams wrote that the largest contribution from
Vermont that year was $2,500 from an individual in Bennington County. That
was a lot of money in 1924.

"Our War Correspondence." Styple describes the output as "the greatest
collection of Civil War correspondence ever written."
The huge archive of war reportage is remarkable for yet another reason. For
135 years and more, it has been lying fallow in the newspaper's rare bound
volumes and in reels of shadowy microfilm copies, overlooked by historians,
a time capsule only now opened to reveal its bounty.
For his book, "Writing and Fighting the Civil War: Soldier Correspondence to
the New York Sunday Mercury," Styple spent 18 months transcribing the 3,000
letters in the collection.

City police give records for flat fee

Anyone purchasing an Oklahoma City Police Department report must pay a
pre-determined price no matter the length of the report or how long it takes
to locate and copy the public record.
Edward Hasbrook, Oklahoma City assistant municipal counselor, said the
police department never charges more than the maximum 25 cents a page for
copies of records as the state's Open Records Act allows. The remaining cost
was calculated by the city as a reasonable search fee.
Questions about the breakdown of copying fees and search fee costs surfaced
during a statewide access project conducted this summer by The Oklahoman,
Oklahoma Press Association, FOI Oklahoma Inc. and Tulsa World.

State representative sues two agencies for access to documents

ST. PAUL (AP) -- A Minnesota lawmaker said Friday that he plans to file a
lawsuit against two state agencies to force them to release e-mail records
he has been seeking for more than a year.
Republican Rep. Phil Krinkie of Shoreview wants a Ramsey County District
Court judge to compel the state Department of Transportation and the
Metropolitan Council to turn over documents related to the cost of the
Hiawatha light rail project.
He contends they have violated the state' s Data Practices Act by
withholding information about a number of topics related to the project.
