Position Announcement - Electronic Records Specialist - 2nd posting



The Kansas State Historical Society's (KSHS) Library and Archives Division is seeking an
Electronic Records Specialist (ERS) to direct its recently established electronic records
management and preservation program. 

The successful applicant will participate in information technology planning and policy making
at the enterprise level for Kansas state government through membership on committees
developing and revising the Kansas Statewide Technical Architecture
(http://da.state.ks.us/itec/ITECKSTAMain.htm); chairing the newly created Information
Technology Advisory Board (ITAB)subcommittee on electronic records
(http://da.state.ks.us/itab/erc/); participating in other ITAB subcommittees such as the Internet
Task Force (http://www.ink.org/public/itask/); and serving on special task forces dealing with
specific information technology issues such as digital signature legislation, e-commerce
initiatives, etc.

The Electronic Records Specialist will provide electronic records management consulting
services to Kansas state agencies designing new or redesigning existing digital information
systems. This will include assisting with RFP development, evaluating bids, and offering advice
on system implementation.  Consulting services also will include providing guidance to agencies
seeking to copy, reformat, convert or migrate older data to new systems.  The ERS will
serve as a resource on electronic records management and preservation issues to small state
agencies and local units of government that have no or limited information technology staff.

Other responsibilities will include developing retention and disposition schedules for electronic
records; staying abreast of current electronic records management and information technology
trends, research, and best practices; and making training/advocacy presentations on electronic
records issues to state employees, legislators, local government officials, and the general public.

A master's degree in information science, historical administration, or a related field with an
emphasis on electronic records management is preferred.  Work experience that demonstrates
both information technology expertise and an understanding of the issues involved in electronic
records management, preservation, and long-term access may substitute.  The position requires a
working knowledge of record keeping systems, database management systems including
application development and system architecture, document management and workflow systems,
Microsoft and Corel office suite software programs, Windows 95/98, Windows NT and web
technologies.  It also requires knowledge of electronic records management and preservation; 
archival principles and best practices; the ability to communicate effectively, both orally and in
writing; and the ability to establish effective working relationships with a variety of people with
varying levels of technological expertise including government officials, legislators, information
technology professionals, and others. 

Salary:  $42,369 plus full state benefits.
