Repro fees: 2 tiered system?



At my (private university) archives, we've developed a fairly elaborate
system of charges and maximum numbers of copies based on certain types of
reproduction (i.e. plain old flat photocopying, color copying, face-up
digital copying of fragile materials, digital scanning, photography, a/v
duplication) which we offer of items from our collections. That was the
easy part; I don't think the charges are at all excessive.

I want to encourage more student use of our collections, in all formats
and in all ways, so I'm thinking of offering some sort of lower "student
rate" of reproduction for our own students. (They always complain that the
university is nickel-and-diming them to death anyway so this seems like a
nice example to prove otherwise!) I'm not at all interested in
recouping costs or anything like that, but I am wondering if such a
system is truly fair to _all_ our users. We're a private university, so we
can effective charge what we can get away with, but I'd like to hear if
any other college and university archives out there have some 2-tier
system of "internal/external" fee systems.

I've checked the list archives and have also been puttering around some
university archives web sites.
