The National Archives and Records Administration is accepting applications
for
the following position under a Delegated Examining Authority.  Civil service

status is not required to apply.  U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and
competitive procedures must submit two (2) complete applications.  When only

one (1) application is received, it will be considered under Merit Promotion

POSITION: Information Technology Specialist (Internet), GS-1001-12

PROMOTION POTENTIAL: None

SALARY RANGE: $51,204 to $66,564* pa
(*New employees generally start at the minimum rate.  Candidates with prior
federal service may start at a rate above the minimum.)

LOCATION: NARA, Office of the Archivist, Deputy Archivist/Chief of Staff,
Policy and Communications Staff, 8601 Adelphi Road, College Park, MD.
(Relocation expenses will NOT be paid.)

ABOUT US:  The headquarters site for the National Archives and Records
Administration (NARA) is a new, state-of-the-art building in suburban
Maryland.  Adjoining the campus of the University of Maryland, NARA's
building

DUTIES: Assists NARA's Web Program Manager in all aspects of managing the
content of NARA's Internet presence, including the development of new
sections
and features for the web site, and providing expertise to program and
management offices to assist in web page content development and design.
Advises on technical and functional requirements involving web applications
including web editing tools, statistical analysis packages, search engine
capabilities, database design and web connectivity, web content management
tools, and scanning and multimedia applications. Maintains, designs, inputs,

and corrects web pages using accepted protocols and Hypertext Markup
Language
(HTML), reviews pages from other web authors prior to posting and makes
adjustments to the web site as needed, and reviews, updates, corrects links,

layout and codes web pages as necessary. Assists in the development,
implementation, distribution, and promotion of NARA Internet and Intranet
policies, standards, and guidelines for the design and maintenance of the
content of the NARA web site. Assists in developing and maintaining a
records
management program for the NARA web site. Trains staff in web page
development
and HTLM coding.  Assists in program development and planning, training
package development, and analysis of overall web site management issues
applying records/information management and archives management knowledge
and
concepts.

QUALIFICATIONS REQUIRED: 1 year specialized experience equivalent to the
GS-11
level in the Federal service.  Specialized experience is experience which
has
equipped the applicant the particular knowledges, skills and abilities to
perform successfully the duties of the position as shown above and which is
typically in or related to web page/site design, development, maintenance
and
management.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements,
an
evaluation will be conducted to determine if you possess the following
knowledges, skills, abilities, and other characteristics (KSAO's) required
for
this position.  This evaluation determines which candidates will be referred

to the selecting official for final consideration.  Therefore, you are
strongly encouraged to submit a separate narrative statement for each KSAO,
explaining how your experience, education, awards, training, appraisals,
self-
development activities, etc. relate to the position being filled.  Providing

this information is optional; however, you may be at a disadvantage when
compared to other applicants by not addressing the following KSAOs. (Note:
Please limit responses to one page per KSAO.)

1. Demonstrated knowledge of Internet technology and web page development,
including the ability to use HTML and other object and programming or
scripting languages such as Java, PERL and Common Gateway Interface (CGI)
in the development, design, maintenance and management of web pages.

2. Demonstrated knowledge of electronic education methodologies, effective
on-line learning techniques, current trends endorsed by the World Wide Web
Consortium, and applicable Federal laws and guidelines on the electronic
dissemination of information and web site accessibility requirements.

3. Demonstrated ability to write, edit, review and publish content for a web

site.

4. Demonstrated ability to communicate both orally and in writing to a
variety of audiences, including the ability to present technical concepts
effectively to persons without a technical background and the ability to
craft communications appropriate for dissemination via the Internet.
