In a sense yes. Competitive intelligence is used primarily in the business
community to determine what your competitors are doing. It is not corporate
espionage rather you use publicly available information to develop a sense
of what your competition is doing and where they may be heading. This
particular term has been bandied about for the last couple of years in the
business press.

A search on the exact phrase "competitive intelligence" will turn up
numerous websites that deal with it.
