The National Archives and Records Administration is accepting applications for 
the following position under a Delegated Examining Authority.  Civil service 
status is not required to apply.  U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and 
competitive procedures must submit two (2) complete applications.  When only 
one (1) application is received, it will be considered under Merit Promotion 
Announcement #N 01-04.

POSITION: Supervisory Writer-Editor, GS-1082-14

PROMOTION POTENTIAL: None 

SALARY RANGE: $71,954 to $93,537 pa*
(*New employees generally start at the minimum rate.  Candidates with prior 
federal service may start at a rate above the minimum.)

LOCATION: NARA, Office of the Archivist, Deputy Archivist/Chief of Staff, 
Policy and Communications Staff, 8601 Adelphi Road, College Park, MD. 
(Relocation expenses will NOT be paid.)

each year welcomes to its exhibits nearly two million visitors and serves the 
needs of thousands of researchers.  NARA assists Federal agencies in 
documenting their activities; publishes the Federal Register and other 
official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

ABOUT US:  The headquarters site for the National Archives and Records 
Administration (NARA) is a new, state-of-the-art building in suburban
Maryland.  Adjoining the campus of the University of Maryland, NARA's building 
is located in a wooded area that offers both beauty and privacy yet has 
convenient access to urban amenities and to the Beltway.  Pleasant working 
conditions, the latest in equipment, a full-service cafeteria, a fitness 
center, free parking, a jogging path, a childcare center * NARA's building has 
the kinds of features that attract new employees today.

DUTIES: Plans and directs NARA's agency-wide internal and external 
communications program to include development of communications plans for 
particular initiatives and events, long-range planning of content for agency 
periodical publications, development and revision of communications 
strategies, and evaluation of the effectiveness of the overall NARA 
communications program.  Oversees the content of communications from the 
Office of the Archivist.  As senior writer-editor and speechwriter, writes and 
edits speeches, articles, columns, press releases, statements, congressional 
testimony and ad hoc communications for the Archivist and Deputy Archivist of 
the United States.  Directs the preparation of NARA's periodical publications 
such as its public magazine, staff newsletter, events calendar, and annual 
report, to include overseeing the design and all phases of editorial 
production.  Maintains liaison with and represents NARA to other Federal 
agencies and interagency committees; serves as a leader or member of 
interagency panels and committees; and serves as liaison to international, 
national, and regional archival, records and information management and 
historical organizations.  Directs a staff of writer-editors and 
communications support personnel. 

QUALIFICATIONS REQUIRED: 1 year specialized experience equivalent to the GS-13 
level in the Federal service.  Specialized experience is experience which has 
equipped the applicant the particular knowledges, skills and abilities to 
perform successfully the duties of the position as shown above and which is 
typically in or related to the position.  Examples of qualifying experience 
include planning/directing an external communications program for an 
organization; experience as a senior speechwriter, preparing speeches, 
articles, statements, or press releases for high level officials; developing 
communications plans and strategies for particular initiatives and events; 
planning and directing the production of periodical publications, etc.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an 
evaluation will be conducted to determine if you possess the following 
knowledges, skills, abilities, and other characteristics (KSAO's) required for 
this position.  This evaluation determines which candidates will be referred 
to the selecting official for final consideration.  Therefore, you must submit 
a separate narrative statement for each KSAO, explaining how your experience, 
education, training, self-development activities, appraisals, awards, etc., 
relate to the position. (Note: Failure to submit this information will result 
in an ineligible rating. Please limit narrative to one page per KSAO.)

1. Demonstrated skill in developing, planning, coordinating, evaluating and 
carrying out a communications program.  (Describe your experience in 
planning/directing an external communications program for an organization; 
knowledge of and ability to adapt communications theories, principles, and 
practices into effective communications strategies for a wide range of 
events, initiatives, and constituent groups; and ability to 
evaluate/assess the effectiveness of a communications program to include 
identification of problems and recommendations for improvement.)

2. Demonstrated ability to write speeches, articles, columns, statements, 
press releases, and other communications in plain language for a variety 
of audiences.  (Note:  Writing samples will be requested at time of 
interview.)

3. Demonstrated ability to plan periodical publications.  (Describe your 
knowledge of publications design, lay out, production and desktop 
publishing as well as your experience in planning/meeting deadlines, 
soliciting information, interviewing, writing and sizing headlines, 
editing copy, security illustrations, and coordinating the work of 
editorial staff.)

4. Demonstrated ability to accomplish work through the direction of others.
