document preservation

Hello!

I am an archives student writing a paper on preservation of documents. I
would like to hear about your practices regarding the following:

1. Given a limited preservation budget, what criteria does your archives use
when deciding what documents to preserve/restore? I.E. most of us would want
to preserve the Declaration of Independence but what next?

2. Does your archives use a "triage" philosophy when deciding what to
preserve/restore? With limited resources, do you work with large quantities
of slightly damaged materials or small quantities of heavily deteriorated
materials?

3. Philosophically speaking, is microfilming a document that is about to
deteriorate the same as saving/restoring the original?

Please respond offline. I will post results after paper is complete. Thanks
for your input! Bob Rogers.
