CA Statewide Planning Grant



Statewide Planning Grant Gets Underway

With funding from the National Historical Publications and Records
Commission (NHPRC), the State Historical Records Advisory Board (SHRAB)
recently began work on a statewide planning project. The primary purpose of
the California Historical Records Statewide Planning Project is to survey
and evaluate the historical records environment in California, and to
develop short and long-term strategic plans to address the needs of
historical and archival communities in the state. In the process, the
project will provide the State Board with a mechanism for setting priorities
and assessing future conditions for California organizations involved with
the management of historical materials.

The twenty-one month project will carry out activities in several areas:

                *       State Board: working directly with the Board, a
consultant will develop strategic planning activities to create a mission
statement, goals and objectives, and a list of funding priorities for NHPRC
grants. Results of the strategic planning will be incorporated into a State
Board brochure that will be used in outreach and publicity efforts.

*       State Government Records: this area will focus on an examination of
the programs of the California State Archives with particular attention to
records scheduling and disposition, processing, preservation, outreach,
management of electronic records, and access, including the need for
regional centers and staffing.

*       Local Government Records: a comprehensive survey of city and county
archives and records management programs will be carried out, including an
evaluation of the need for a state program of assistance for local
government records. Ten regional meetings will be held to augment the survey
data.

*       Historical Records Repositories: using the form developed recently
by the Council of State Historical Records Coordinators, a survey of
repositories statewide will be conducted to determine their needs. Ten
regional meetings, held concurrently with the local government meetings,
will augment the survey data.

Gabriele Carey of History Associates, Inc. will be the principal consultant
on the project.

The project work will result in the development of two products:

1. The project final report, which will evaluate the data collected from the
surveys and make short- and long-term recommendations to the State Board.
The report will become the "blueprint" by which the State Board can plan its
future activities and assess NHPRC applications submitted for its review.

2. A brochure will be prepared, which will summarize the mission, goals, and
priorities of the State Board.

Both publications will be widely disseminated to target constituencies by
the Board at the end of the project, and will be available without cost to
the general public.
