White House e-mail from more computer systems wasn't archived

WASHINGTON (AP) - Government lawyers say a larger volume of White House
e-mail messages than previously known may have escaped review in various
investigations of the Clinton administration.
Justice Department lawyers alerted a federal judge, four congressional
committees and five sets of criminal investigators to the latest problem in
the e-mail controversy that began early this year, according to court papers.
In a two-page letter to Rep. Dan Burton, R-Ind., White House counsel Beth
Nolan revealed that some message traffic from several computer systems was
not stored in electronic archives.
The new problem means that the White House's electronic document searches in
response to subpoenas ranging from the Monica Lewinsky scandal to the
campaign fund-raising controversy were even more faulty than thought earlier.

Shoddy record-keeping by the Clark County department that oversees the
removal of Freon from county buildings could have led to hefty fines by the
Environmental Protection Agency, an audit released Monday says.
The county could have been penalized $25,000 each day it was out of
compliance with EPA regulations that require records showing how much
refrigerant is removed or charged in air-conditioning systems.
"Logs detailing refrigerant use by unit and by leakage were not maintained by
the county or by the vendor even after EPA regulations requiring such records
were in effect," according to a report released by Clark County auditor
Jeremiah Carroll.

Stark recorder's race is one to watch

Canton - Until two-term Stark County Recorder Jane Vignos opted in late July
to succeed Commissioner Donald R. Watkins, this fall's recorder race looked
like a Republican lock for the incumbent.
Now next Tuesday's race has become a ``must-watch contest'' featuring two
candidates with grass-roots political experience seeking the seat, which pays
nearly $52,000 a year.
Republican Chris Thomas, who became the incumbent when appointed to succeed
Vignos, and Democrat Jackson Township Trustee Richard M. ``Rick'' Campbell
believe they have the experience, drive and foresight to bring the agency
further into the computer age.
As their careers have developed, both candidates have spent a lot of time
doing research in recorders' offices across Ohio. As a result, both want to
make Stark's agency so computer-friendly that users can obtain information
via the Internet, meaning the office would be accessible 24 hours a day.

Haider quizzed about the theft of police files

JORG HAIDER, the far-Right Austrian politician, has been questioned by police
over the theft of confidential police information about his political rivals,
he disclosed yesterday.
Mr Haider said he had been questioned by detectives about documents found in
the cellar of his police bodyguard, but did not disclose when the interview
took place.
The scandal emerged last month when a former top police officer, Josef
Kleindienst, said he and others had given and sold confidential files to Mr
Haider's Freedom Party. Mr Haider maintained yesterday that he had done
nothing wrong: "I am demanding a parliamentary investigation," he said. "We
have got nothing to hide but lots to clear up."

Lambeau confidentiality denied

Green Bay -- The Green Bay Packers have proposed that draft documents related
to the redevelopment of Lambeau Field be kept confidential from the public
and the media, a notion that was immediately rejected by members of the
football stadium district.
The proposed agreement was dated Oct. 12. It was e-mailed to the attorney for
the Green Bay/Brown County Professional Football Stadium District, and a copy
was placed on file in a Brown County office where stadium district documents
are kept.
The documents specifically called on the city of Green Bay, the stadium
district and the teamto agree to not "release to the general public or the
media any confidential information without the prior written approval of the
city, district and the Packers." The documents defined confidential as
proposed leases or construction administration agreements.

Technology will eliminate paper agendas in Highland Village

HIGHLAND VILLAGE - Something will be missing from Highland Village City
Council meetings next month.
Piles of paper.
Starting Nov. 14, City Council members will use new laptop computers to log
on, download and review agenda materials at meetings and at home. Gone will
be the bulky paper packets they have used for years.
The paperless technology will also let Highland Village residents see the
same memos, reports and exhibits as council members - all by connecting to
the city Web site, www.highlandvillage.org.
City officials said the new system will improve access to government,
streamline the time-consuming process of preparing the agendas and save some
trees along the way.
