The National Archives and Records Administration is accepting applications for the following position under a Delegated Examining Authority.  Civil service status is not required to apply. U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and competitive procedures must submit two (2) complete applications.  When only one (1) application is received, it will be considered under Merit Promotion Announcement #N 01-08.

NOTE:  Applicants who previously applied under Announcement #NR 00-28B, dated 8-28-00, will receive full consideration and need not reapply.

POSITION: Supervisory Archives Specialist, GS-1421-15 
          
PROMOTION POTENTIAL: None

SALARY RANGE: $89,264 to $116,042 pa*
(*New employees generally start at the minimum rate.  Candidates with prior federal service may start at a rate above the minimum.)

LOCATION:  NARA, Office of Regional Records Services, Pacific Region, 1000 Commodore Drive, San Bruno, CA.
(Relocation expenses will be paid.)

NARA 
each year welcomes to its exhibits nearly two million visitors and serves the needs of thousands of researchers.  NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes grants supporting initiatives to document American history.

ABOUT US:  The NARA Pacific Region (San Francisco) regional records services facility is located in suburban San Bruno, California, on the Peninsula just south of San Francisco.  Lodged in a park-like setting, it is the most 
beautiful of NARA's regional locations, yet has convenient access to the Bay Area's freeway system.  We are also served by San Mateo County Transit bus routes on both sides of the facility and will soon be the drop off point for the expansion of the Bay Area Rapid Transit (BART) system on the way from San Francisco and the East Bay to San Francisco Airport. DUTIES: The Regional Administrator directs programs for providing technical assistance to agencies on records creation, management and disposition; providing training on records practices; inspecting and evaluating records and records management programs; appraisal and disposition; research assistance and reference service; public programs and exhibits; and space administration.

Applies professional and business management principles to establish and implement program policies; develops region-wide policies and procedures to successfully accomplish program functions; directs a performance analysis system that identifies and recommends improvements to regional processes; and 
reviews and analyzes executive, legislative, and judicial branch actions that affect program and budgetary policy.
 
Oversees the review, analysis and interpretation of financial, operating system, and productivity data of all regional programs to ascertain the effectiveness and financial viability of regional programs; negotiates reimbursable and other agreements with agencies and other organizations; directs surveys and strategies that make recommendations on the feasibility of new services and technologies; makes major decisions with reference to formulation of the multi-year program and financial plan; and oversees special, comprehensive cost-benefit analyses of all regional programs. 

Represents the regional program in contacts with internal and external groups; articulates program goals, priorities, vision, and direction; and establishes superior customer relations to ensure customer satisfaction with agencies, the public, academic community, and professional organizations. Directly, and through others, supervises the staff which may be assigned to one or more facilities.

QUALIFICATIONS REQUIRED: 1 year specialized experience equivalent to the GS-14 level in the Federal service.  Specialized Experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as shown above and which is typically in or related to the management or direction of archival, records center, and/or records management operations.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an evaluation will be conducted to determine if you possess the following knowledges, skills, abilities, and other characteristics (KSAOs) required for 
this position.  This evaluation determines which candidates will be referred to the selecting official for final consideration. As credit may be given for 
experience, education, awards, training, appraisals, self-development activities, etc., carefully describe each as it relates to the position being filled.  (Please limit responses to one page per KSAO.)
	
                1.      Program Management--Demonstrated knowledge of and professional experience in applying the principles, concepts, practices, and methods of program management in one or more of the following areas:  records management, archival administration, and records center operations. 

                2.      Business Management--Demonstrated ability to manage a staff.  Demonstrated knowledge of management principles to plan, organize, direct, implement, evaluate and lead diverse teams comprised of professional, technical, and administrative personnel.  Ability to achieve desired results through effective management of the budgetary and human resources of a complex program of broad scope; to envision desired program outcomes; and anticipate and proactively adapt to changing conditions and situations.

                3.      Customer Service―Demonstrated ability to develop, establish, and sustain a customer service program tailored to customer and stakeholder needs and achieve a high level of customer satisfaction.  Ability to direct a customer service program, target customers, design programs and services to meet customer needs, work effectively with customers, and oversee program operations.

                4.      Communications―Demonstrated ability to serve as a spokesperson for an organization and to effectively communicate both orally and in writing to staff, management officials, and customers such as Federal agencies, the public and professional groups.  Ability to network and negotiate with a broad and diverse constituency of individuals with conflicting agendas and to develop alliances with external groups such as other Federal agencies, professional organizations, and the academic community.
