People store documents in weird places, but storing an item in a gun barrel
is a new one to me. It does, however, make some sense, but only if you
remove it before shooting.

I'd try humidifying it. It may not work very well, as you said, but it's
worth a try, a place to start. Assuming she can get it unrolled, have her
place it flat between blotters or paper towels and put a weight on it for a
few days. The blotter will absorb at least some of the oil. She should then
make copies of the license. Since the license is permeated with oil, the
paper may be quite transparent and the printing/writing difficult to read.

The original should be segregated so it does not contaminate other materials.
