The Office of the Secretary of State is seeking an Imaging and
Preservation Services Manager in the Archives and Records Management
Division.  Applicants are encouraged to apply as soon as possible.
This recruitment will remain open until the position is filled,
however, the review process will begin on March 1, 2001.

Salary:  Band 2, $4,026 - $4,920 monthly, depending on qualifications,
in addition to a full benefits package which includes health, life,
and long term disability insurance; paid vacation, sick, and military
leave; optional credit unions, savings bonds, and deferred
compensation plans; 11 paid holidays; and a public employees
retirement plan.

Location:  This position is located at the Archives Building on the
East Capitol Campus in Olympia, Washington.  Olympia is located at the
southern tip of Puget Sound and is the state capital of Washington.

About the Office of the Secretary of State:  Headed by an elected
state official, the Office is responsible for election administration
within the state, registration of corporations and charities that do
business within the state, and collection and preservation of the
records of governmental bodies within the state.  The agency also
administers the Address Confidentiality Program, the Employee
Recognition and Involvement Board, and the Oral History Program.

The Archives and Records Management Division:  The division provides
stewardship in the protection and preservation of information created
and used in the course of public business by government entities of
the state of Washington.  Primary service programs to state and local
governments include records management, historic records preservation,
records center storage, and imaging services including micrographic
production and security microfilm storage.

The Imaging & Preservation Services Manager:  This position reports to
a Deputy State Archivist and is responsible for planning and
monitoring the financial performance of the Imaging & Preservation
Services Section, including a microfilm service bureau which operates
on a cost-recovery basis, and for marketing those services to state
and local government agencies.  He or she is also responsible for
advising these agencies regarding micrographic and digital imaging
standards.  The principle responsibilities of this position include:

· Organizing and directing the operations of the Imaging &
Preservation Services Section;
· Advising division staff, state and local government agencies, and
customers regarding technical standards for microfilm and digital
imaging standards;
· Negotiating contracts with customers for micrographic and digital
imaging or image conversion work;
· Directing the production and delivery of micrographics products and
services and the production of security microfilm from images stored
on electronic media;
· Directing the inspection of security microfilm to ensure that film
produced meets standards;
· Ensuring the preservation of security microfilm;
· Developing systems for production scheduling and control, job
accounting, client billing and financial tracking;
· Preparing production and cost accounting reports, financial
projections, and budget recommendations;
· Controlling a biennial operating budget of approximately $2.5
million;
· Providing supervisory oversight of approximately eight permanent
staff and a similar, but fluctuating, number of temporary staff.

Desirable Qualifications:

Preference will be given to candidates with:

1. formal training or an academic degree in technical areas relating
to document microfilming, preservation microfilming, film
preservation, or conversion of electronic images to microfilm, and

2. demonstrated experience planning and managing projects to microfilm
archival documents.

However, the strongest candidate will balance the technical knowledge
and experience described above with strong management and supervisory
experience, effective interpersonal communication skills, and
familiarity with networked computer applications.

Additional desired qualifications include familiarity with the state
laws and regulations governing the retention and disposition of public
records, with the standards for the operation of microfilm and
electronic imaging systems, and with the standards for the storage of
security microfilm.
