Would you ask the nameless archivist what class of people does donor A wish
to exclude? and why?

I would imagine that a donor can put any restrictions on the donation that
one wishes to. however I think it is incumbent upon the archivist to explain
the problems that may occur with restrictions. You can always put the burden
on the donor by saying that access requests will be directed to the donor
and that the nameless university shall not be burdened.

but that is my opinion.
