Bush LSTA budget proposal

In response to the concern expressed by Joan and others with regard to
President Bush's LSTA budget
proposal. I would like to offer the the following observation by the Oregon
State Librarian,
Jim Scheppke.

"Yesterday, the American Library Association Washington office newsletter
reported on President Bush's budget proposal for LSTA.  ALA reported a
dramatic drop in the funding proposed, from the FY 2001 level of 207,219,000
to only $168,078, 363 in FY 2002.  What ALA didn't report was that all of
the decrease is attributable to elimination of over $39 million in
non-competitive Congressionally- directed grants (aka "pork") from the
budget proposal.  Funding for the state-based LSTA program administered by
state library agencies is proposed for a slight increase to $140,014,000, as
are the other components of the LSTA program.  If the Bush budget proposal
were to be adopted by the Congress, Oregon would see an increase in LSTA
funding in FY 2002. --> Jim"
