The donor agreement is an important tool here...and I agree with the advice
you have been given.

At the Municipal Archives in Windsor, Ontario, the donor agreement was
developed in such a way as to take adavantage of all the resources locally
available.  That archives is operated by the Windsor Public Library, which
also runs the local museum.  Donors were told up front in the agreement
that library materials in collections would go to the Public Library,
artifacts to the local museum, and that unless otherwise specified by the
donor the Archives reserved the right to dispose of ephemera and unrelated
materials.  Occasionally a donor did specify that they wanted these kinds
of materials back after processing.

The information in the donor agreement was supported as well by including
the linkages in the collection mandate/policy.
