student papers query



One of our ex-history professors, now a Dean, wants to
donate his papers. These include student papers
written for his local history/historic preservation
class--20 years worth.
My question is how do you handle the privacy and
intellectual copyright questions such a collection
would entail?
My understanding is that the grades of the students
are not on the papers, but the names of the students
are. Do papers that student write as class assignments
become the property of the university?
Does anyone out there (please, please, please!) have a
policy statement that covers access to a similar
collection of student assignments?
Any and all help very gratefully appreciated.
