I basically would do things the same way as Mr. Berry suggests.  If you at least know the year the photos were taken in, you could begin with that, then assign each roll a number, and maintain the original frame number for each individual image, thus 1985.23.5 would be frame 5 of roll 23 shot in 1985.  If you have a significant number of rolls where the year is unknown, it may be best to simply begin assigning sequential numbers.

Dear List,

We have acquired about 18,000 35mm negatives from a defunct newspaper.  They
are in strips  and are housed in slots on 8 1/2" x 11 1/8"  polyethylene
negative pages.  They are roughly in chronological order by issue of the
newspaper.  The photographer labeled most of the groups of slides by the
name of the event he was photographing.

What is the best way to number/index these?  Have you had experience with
large groups of negatives?  (Well, this is a large group to us!)

Thanks for any suggestions you may have on how to gain bibliographic control
of this collection.
