NARA vacancy: Clinton Project seeks supervisory archivist

The National Archives and Records Administration is accepting applications 
under a Delegated Examining Authority for the following position.  Civil 
service status is not required to apply.  U.S. citizenship is required.

POSITION: Supervisory Archivist, GS-1420-13  PROMOTION POTENTIAL: None

Status candidates who wish to be considered under both merit promotion and 
competitive (Public Notice) procedures must submit two (2) complete 
applications.  When one (1) application is received, it will be considered 
under merit promotion announcement #NLCP 01-05.

SALARY RANGE: $61,749* pa to $80,279 pa
(*New employees generally start at the minimum rate.  Candidates with prior 
federal service may start at a rate above the minimum.)

LOCATION: NARA, Office of Presidential Libraries, Clinton Presidential 
Materials Project, 1000 LaHarpe Blvd., Little Rock, AR  72201   
(Relocation expenses will be paid.)

NARA's MISSION:  The National Archives and Records Administration (NARA),

At more than thirty sites across the country * regional archives and records 
services facilities, Presidential libraries, and three major buildings in the 
Washington, DC, area * NARA safeguards and makes available millions of records 
in a variety of media ranging from our Declaration of Independence and 
Constitution to a rapidly increasing number of modern electronic files.  NARA 
each year welcomes to its exhibits nearly two million visitors and serves the 
needs of thousands of researchers.  NARA assists Federal agencies in 
documenting their activities; publishes the Federal Register and other 
official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

DUTIES:  Defines and schedules overall work to be accomplished within assigned 
program areas to assure achievement of specific policies and objectives.  
Supervises the accessioning and arrangement of collections of personal papers 
and directs the creation of finding aids to these collections.  Supervises 
archivists and archives technicians in the screening of documents for the 
purpose of closing them or opening them for research in accordance with law, 
library policy, or donor restrictions.  Interviews scholars and other 
researchers concerning the nature of their project, counsels them regarding 
the most effective approach to their specific project, recommends materials 
applicable to their study, acquaints them with the availability and use of 
finding aids, and recommends other sources of materials pertinent to their 
project.  Recommends and reviews proposed acquisitions, evaluates offered 
materials, and recommends the acceptance or rejection of materials.  Plans for 
and directs the preservation of materials against deterioration.  Participates 
in management and other non-archival functions. Provides narrative and 
statistical information needed for budget projections, manpower allocation, 
and workload planning.  Performs supervisory duties for assigned staff 
(appraises performance, counsels employees, approves leave, etc.)

QUALIFICATIONS REQUIRED: Basic Requirements * 
Candidates must have completed a full 4 year course of study in an accredited 
college or university leading to a bachelor's or higher degree that included 
18 semester hours in the history of the United States and/or in American 
political science or government, and 12 semester hours in any one or any 
combination of the following: history, American civilization, economics, 
political science, public administration, or government.
                                       OR
Combination of education and experience * at least 30 semester hours which 
include courses as shown above, plus appropriate experience or additional 
education.

In addition to the basic requirements, candidates must have one year of 
professional experience equivalent to at least the GS-12 level in the federal 
service in archival science or in a directly related field of work such as 
history that involved the collection, appraisal, analysis, or synthesis of 
information having historical or archival values.


BASIS OF RATING: If you meet the basic qualification requirements, an 
evaluation will be conducted to determine if you possess the following 
knowledges, skills, abilities, and other characteristics (KSAO's) required for 
this position.  As credit may be given for experience, education, awards, 
training, appraisals, self-development activities, etc., carefully describe 
each as it relates to the position being filled.  (Please limit responses to 
one page per KSAO.)

1.  Demonstrated knowledge of and skill in applying archival principles to 
records in different media formats including electronic records.

2.  Demonstrated ability to lead and supervise.

3.  Demonstrated ability to communicate effectively orally and in writing to 
staff, management officials, and external constituents.

4.  Demonstrated knowledge of methods, techniques and requirements of 
scholarly research in primary materials.

5.  Demonstrated knowledge of and experience in applying access laws, deed of 
gift requirements, regulations, and procedures to historical materials to 
determine availability.
