The National Archives and Records Administration is accepting applications for the following position under a Delegated Examining Authority.  Civil service status is not required to apply.  U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and competitive procedures must submit two (2) complete applications.  When only one (1) application is received, it will be considered under Merit Promotion Announcement #N 01-60.

POSITION: Supervisory Archives Specialist, GS-1421-12/13

PROMOTION POTENTIAL: GS-13

SALARY RANGE: GS-12, $53,156 to $69,099 pa
              GS-13, $63,211 to $82,180 pa

LOCATION: NARA, Office of Records Services - Washington, DC, Modern Records Programs, Washington National Records Center, Reference Service Branch, 4205 Suitland Road, Suitland, MD.
(Relocation expenses WILL be paid.)

At more than thirty sites across the country - regional archives and records services facilities, Presidential libraries, and three major buildings in the Washington, DC, area - NARA safeguards and makes available millions of records in a variety of media ranging from our Declaration of Independence and Constitution to a rapidly increasing number of modern electronic files.  NARA each year welcomes to its exhibits nearly two million visitors and serves the needs of thousands of researchers.  NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes grants supporting initiatives to document American history.

ABOUT US:  The Washington National Records Center (WNRC) is a modern brick building located on a well-landscaped Federal complex in Suitland, Maryland just outside the southern boundary of the District of Columbia.  The WNRC has convenient access to Pennsylvania Avenue and the Suitland Parkway in Prince George's County and ample free parking is available.  The Suitland METRO rail station, built on the Southeast corner of the Federal complex, opened in January, 2001 and operates in conjunction with existing public bus service.  Free shuttle service is available for NARA employees from the Suitland METRO station to the front door of the WNRC.  As the second largest Center in the system, the WNRC offers a variety of career paths for archives aids, technicians, and archivists. The WNRC, a repository for over 300 record groups with a high percentage of non-textual, classified, and pre-archival records, provides an interesting and challenging professional work environment.

DUTIES: Serves as Chief of the Reference Service Branch. Formulates reference service program objectives, establishes operating procedures, and supervises reference service operations. Negotiates with key officials from Federal agency headquarters offices concerning the reference services to be provided and restrictions on access to records. Conducts studies to determine adequacy of space, facilities, and equipment for storage and servicing of records in the Center. Analyzes elements of branch operations and recommends improvements. Develops new databases and maintains existing databases used to store and retrieve reference data, Government Performance and Results Act (GPRA) data or the equivalent.

QUALIFICATIONS REQUIRED: For GS-12, 1 year specialized experience equivalent to the GS-11 level in the Federal service; for GS-13, 1 year of specialized experience equivalent to the GS-12 level in the Federal service.

Specialized Experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as shown above and which is typically in or related to performing duties such as supervising reference service operations; drafting, administering, and directing reimbursable agreements in a records center environment; analyzing elements of operations and determining actions; developing and administering automated systems and software tools.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an evaluation will be conducted to determine if you possess the following knowledges, skills, abilities, and other characteristics (KSAO's) required for this position. This evaluation determines which candidates will be referred to the selecting official for final consideration.  As credit may be given for experience, education, awards, training, appraisals, self-development activities, etc., carefully describe each as it relates to the position being filled.  (Please limit responses to one page per KSAO.)

1. Demonstrated knowledge of reference and information management principles, concepts, practices, and methods, and the regulations, laws, policies, and practices governing these programs.

2. Demonstrated ability to supervise, direct or lead a group of employees.

3. Demonstrated ability to communicate orally and in writing.

4. Demonstrated ability to draft and administer national and local reimbursable agreements in a records center environment.

5. Demonstrated ability to analyze problems and determine appropriate actions in a complex environment.

6. Demonstrated ability to develop and administer automated systems and software tools, for creating and tracking Government Performance Results Act (GPRA) databases, customer complaint databases and performance measurement systems in general.

This is a supervisory position, and under provisions of the Civil Service Reform Act, first-time supervisors and/or managers will be required to serve a one-year probationary period.

Position requires background investigation.
