Warm air can simply 'hold' more moisture than cold air. That is what your maintenance department means. The colder the air, the less moisture it can hold (humidity).
Do you mean to say your dehumidifier is set to 45% but your readings are actually 60-65%? If so, then your dehumidifier either needs repair or is simply too small for the job.
Alternately, if you don't have a dehumidifier, then you need to have one installed to control your climate.

Subject: Humidity Confusion
Dear list members,
Not being much use when it comes to science, I have been
much confused over problems we've had with our climate
control system. The humidity has been higher than I'd like--
60-65%, while the setpoint is at 45%. The maintenance dept.
tells me that in order to lower the humidity, we'd have to
lower the temperature, and the system simply won't go any lower.
(It's currently running about 63 degrees.) But relative humidity
goes down as the temp. goes up, not down. I've checked the
specs for the system and they are, to say the least, unhelpful.
Can anyone explain this to me? I'm assuming that the system is
designed to measure relative humidity & not absolute humidity,
because this is what makes sense. If anyone can clarify things,
I'd appreciate it.
