Warm air can simply 'hold' more moisture than cold air.  That is what your maintenance department means.  The colder the air, the less moisture it can hold (humidity).

Do you mean to say your dehumidifier is set to 45% but your readings are actually 60-65%?  If so, then your dehumidifier either needs repair or is simply too small for the job.

Alternately, if you don't have a dehumidifier, then you need to have one installed to control your climate.
