Archives with research proposals



I just received several boxes from one of our colleges, with research
proposals which did not receive the funding requested. The message from the
originating office (Engineering) was  "Archive or Toss".
My question is: Since there is a lot work involved in preparing these
proposals and they might be useful as research for other proposals, do other
institutions keep them?  Do they have historical value?
