I understand, Chris. However, we should of course not be making appraisal
decisions mainly on the basis of what is most convenient for the ARM function
but rather for what best serves the business needs of the organization. If it
is an organization in which the general counsel's office tends to govern RM
decisions -- all too often the case in my opinion -- then that would likely
sway the decision in the direction you indicate. But I think we all have to
be reminded that records can be used to defend our positions as well as
challenge them.
