I agree with Daniel, as much documentation as you can muster up will support
your position.

But another tack to try in the meantime (or if the documentation has "walked
off" somewhere) is to educate the daughter on the value of the scrapbook.  I
had a situation here where an individual had a wonderful family scrapbook,
but he didn't want it to leave his hands for sentimental reasons.  He came
in one day and we sat down and I started asking him all kinds of things
about the scrapbook.  He reminisced for a good 90 minutes.

Afterwards we talked about his reluctance to donate the scrapbook, but I
kept stressing preservation, conservation, controlled environment, etc.  Of
course I was ready with horror stories of scrapbooks that never survived
attic storage.  :)  And with that I assured him that anytime he or his
family wanted to look through the book, or if they wanted any reproductions,
I would be more than happy to accommodate their needs.

In the end we got the book and he was very comfortable with its being here.
An other thing I did--which you may nor may not be able to do--is that I
wrote an article for our magazine on the scrapbook as a little
artifact/human interest piece.  He was thrilled.  In fact, he's actually
turned into a rather enthusiastic supporter of our efforts!
