Of course you're right!
But you're forgetting something: Light.
Aside from water or fire the worst things for paper are (in this order):
relative humidity (in %), light and heat. The humidity and light affects
directly the paper destroying the fibres.
The heat affects indirectly the paper influencing humidity and growth of
insects and fungi.
