Since you seem bent on further flogging the horse of certification riddle me

A person with multiple years of experience and is  subject matter specialist
say in Physics (and holding multiple degrees BA, MS and PhD) be required to
spend time and effort (18 semester hours or more) to obtain a piece of paper
that will allow that person to teach that subject in a public high school?
Oh! an additional fact the individual taught the subject at the university
level for 20 years. (this is a true example).

that piece of paper is called a teacher's certificate.

As has been stated before the decision to obtain the CA (or CRM) designation
is a personal one. No one is forcing anyone to obtain the certification.
What I don't understand is overall vehemence (that may be a little strong
for some, but that is how I perceive it) directed against the certifications
by some in the profession.

Pointing out how few advertisements do not list the designations does not
prove anything. Rather it shows either that the listing agency is not aware
of the designation or that they deem the position does not require it. In my
experience it is the former and not the latter. A review of the current job
postings on the ARMA website (Careerlink) (16 positions) shows that 4 of the
positions required or preferred a certification of some type ie 25% of the
jobs posted.
