Boston Public Library's Ruth Kowal has escalated reference desk
 requests and forwards them to City Hall officials contrary to the
 Draft Interpretation of the Library Bill of Rights on Privacy and The
 Library Bill of Rights.

 Circling the wagons, hive mind mentality puts a hold on critical
 review of Ruth Kowal's attempts to fetter reference desk enquiries
 with procedure that would discourage or divert using our public
 library reference desks freely unfettered by concerns for escalation.
