Lucinda, as to your question on what does hiring non-Archivists and
non-Librarians for top posts

I guess it says that whoever did the hiring agreed with YOUR sentiments
emailed to the list 1/9, and I quote:

"Why promote an unnecessary credential when jobs are routinely filled by
listing appropriate qualifications for the positions?"
