Leadership Institute



Dear Colleague:

I would like to ask you to consider applying to attend the Leadership
Institute for Administrators of State Archives, Records Management, and
Information Management Programs to be held in College Park, Maryland, on
May 6-8, 2002.  The Institute is sponsored by the University of Maryland's
College of Information Studies and the National Archives and Records
Administration with support from IBM, which is very generously hosting one
day of the meeting at its Institute for Electronic Government in
Washington, DC.

The Institute is intended primarily for the directors of state archival
and records management programs and for people in those programs who have
management responsibilities.  It is designed to address the leadership and
management challenges faced by the administrators - current and future -
of these programs.   The Institute's program is varied and includes
coverage of program management in government, the evolution of electronic
government and its impact on archives and records programs, and the
management of electronic records, perhaps the greatest single challenge
faced by government records programs today.

The Institute is limited to approximately 25 participants, so admission
will be limited to qualified applicants.  Applying is easy, as indicated
in the attached flyer.  All that is needed is a short e-mail describing
your  program management responsibilities, career interests and
objectives, and plans for applying the insights from the Institute in your
work.  You must apply by March 1 to be considered.  We will notify
successful applicants by March 20.

The College of Information Studies, NARA, and IBM are contributing their
time and efforts for free.  However, we will need to charge a
registration fee of $125  to cover other Institute costs, including course
materials, lunches, and bus transportation to and from meeting
facilities.  Participants will be responsible for their own transportation
to College Park as well as their own room, and board; we have reserved a
block of rooms at a hotel near the campus at the rate of $84 (plus
tax) per night, including breakfast

Goals

This Leadership Institute has been organized to meet the needs of program
directors and managers in state archival and records management programs,
chief information officers,  and others in state government with
responsibility for management of records and related information
resources. The Institute has these goals:

        Explore the development of information policy and information
management in the emerging era of "E-government," including roles for
government archivists and records managers and approaches to ensuring that
the identification, preservation, and long-term use of records are
addressed.

        Strengthen the leadership and management skills of current and
future leaders of government archives, records, and information management
programs to carry out organizational transformation and sustain
effectiveness in a time of change

        Demonstrate approaches for building and sustaining sound archives
and records programs in governmental settings and strategies for building,
leading, and managing these programs

        Demonstrate the best techniques and approaches for managing
electronic records, including advising agencies on how to care for these
materials


        Encourage development of an informal network of current and future
leaders of these key programs

Selection of Institute  Participants

The Institute is intended primarily for people with existing or emerging
leadership and management responsibilities.  It will be limited to
approximately 25 participants.  Participants will be selected from
applications received by March 1, 2002, based on three criteria:

        Their program management responsibilities

        Their career interests and objectives

        Their plans for applying the insights from the Institute in their
work

max) by March 1 with your name, title, program, address, phone number, and
e-mail address and addressing the three criteria noted above, to the
