No argument. But you have to assume that not everybody sees it
electronically; people who see things electronically often choose to print
them out; and, I assume, there were printed copies made somewhere.
I for one don't believe every document connected to the PRA was electronic;
they probably exist in both formats, so chances are there's still tons of
paper created by the very organization charged with reducing paperwork.
It's not that I don't love our great country, but it's still fun to laugh at
it sometimes.
