Ok! I guess since my neural synapses aren't exactly firing in a sequential
order (more like a random order)and thus  not functioning at a high level
(and neither would you if you were doing a business case analysis) why
shouldn't they (museum and archival collections) be identified as assets?

I would think they are assets on several levels.
First as an intellectual asset they are why the archives exists and why
researchers come to the archives.
Second (whether we like it or not) adminstrators will tout the value
(monetary) of the material to potential donors.
Third an institution can use the materials in the collection to create
something of value ie books, collectibles, etc that can be used to bring in
funds.
Fourth insurance requirements may require it.
