To help you with providing some "outside expertise" in proving the
amount of space you need for the library, look at these publications:

Edition: 3rd

The chapters on programming contain standards for library space,
including computer workstations


Authors: Bazillion, Richard J. and Braun, Connie
Title:  Academic libraries as high-tech gateways : a guide to design
and space decisions
Pub/date:  Chicago : American Library Association, 1995

This book covers library architecture in light of an automated library


Association of College and Research Libraries
Standards for College Libraries, 2000 edition

All three publications provide "standard" architectural square footage
that an academic library needs to best meet all of its constituents
needs: study space; electronic workstations; shelving for books,
periodicals, AVs, etc.; staff office space; meeting room/classroom
space; etc.

By offering an argument based on the facts of architect recommended
space needs, you may have more luck in influencing the powers that be.
