Redacting Names From Documents

I am arranging the collection of a Congresswoman and need to redact
names from certain letters and documents (as per her directive).
Several years earlier someone began the process but I notice that the
redactions (by magic marker) have faded a bit and the names are still
visible. Is there a better way to do this, short of cutting out the
names? Thanks.
