SPOTLIGHT: Atlanta's records routinely purged
Corruption probe might be affected
Alan Judd - Staff
State law prohibits it. Considering the scope of the long-running federal corruption
investigation of Atlanta City Hall, its wisdom is questionable, anyway.
Yet Atlanta officials acknowledge that city employees routinely engage in the
destruction of public records --- an act that, even if committed innocently, is often
without authorization and often in contradiction to both state law and city policy.

Why Stenotypists Are Trying To Keep Voice Writers Quiet
By WILLIAM M. BULKELEY
Staff Reporter of THE WALL STREET JOURNAL
CONCORD, N.H. -- Paula O'Regan is fast and accurate at transcribing proceedings of the New Hampshire legislature. Recently, she posted the text of evening impeachment hearings against the state's chief justice on a state Web site the next morning.
But she isn't allowed to take down testimony in any state-court case. That's because state-court regulations recognize only oldfashioned stenotypists as court reporters -- stenographers using stenotype machines. Stenotypists are well organized to monopolize
the lucrative jobs and keep out people such as Ms. O'Regan.

Judge OKs Feeney's blacked-out phone list
By Jim Ash, Palm Beach Post Capital Bureau
TALLAHASSEE -- House Speaker Tom Feeney obeyed public records laws last week when he released dozens of pages of lists detailing calls by key staff members -- even though the phone numbers were blacked out, a Tallahassee judge ruled Tuesday.
Leon Circuit Judge Ralph Smith rejected arguments by three newspapers, including The Palm Beach Post, that the public has the right to see the entire phone records.

Florida child agency workers accused of hiding, destroying child-abuse files to hide shoddy work
The Associated Press
TAMPA, Fla. -- A company hired to help the Department of Children & Families investigate its backlog of child-abuse cases accused state workers Tuesday of hiding files to conceal shoddy work and serious allegations that were never investigated.
Officials from the nonprofit Florida Task Force told a state legislative committee
investigating Florida's troubled child-protection system that DCF workers in Lake County hid files in the ceiling so no one would know they weren't being investigated.

County clerk candidate wants to see tech upgrades
By Amy Calhoun
Debbie Runyon, Democratic candidate for county clerk, spelled out her goals for the
office Thursday evening at a meeting of the Henderson County Democrats Club. About
30 locals showed up to hear her speak.
Runyon, who works for the county as a software analyst and telecommunications
manager, used the bulk of her time to identify technological improvements she would
like to see the county implement.
"We need to make changes to bring [the county] into the 21st century, so not only will
we be up-to-date, but it will be more efficient and a better service to its customers," she said.
Throughout her speech, she mentioned digital imaging. Under the present system, she
noted, all deed records must be put on microfilm and stored in Dallas. Runyon said she
knew of cases where getting the record properly archived took up to four months.
