Copyright issues & digitalization



 At the Chula Vista Public Library we have the only known copies of our
local newspaper. The ownership of the newspaper has changed many and times
and the current owners have no objection to the library using the copies of
the paper, but have not written down their agreement  The newspaper itself
maintains no old copies. There is indication the newspaper was ever
copyrighted. The library has both microfilm and print versions, but wishes
to digitize (image) the collection for viewing over the Internet.  Has
anyone digitized their local newspaper, if so could you e-mail with the
steps you took to get permission to do so and the problems encountered in
the process.
