Fee for Service Archives

Dear Colleagues:

Apologies to ARCAN members for cross posting.

I have a municipal client in BC, Canada who is interested in investigating
the feasibility of creating a community archives in the traditional sense
but with an additional component which would mandate the maintenance and
reference services for "client governments and private
companies/organizations. For example, the archives would acquire and
provide access to the records of its host organization and those of the
community but would also (for a fee) offer archival storage and reference
services for adjacent municipalities and/or corporate clients not wishing to
establish their own archives. Public access to these records would be
governed by the client's policies and applicable laws. Fees would help
offset operating expenses.

Does anyone know of a similar model either in Canada, the USA, or abroad? I
have found some private companies like The History Factory in the US which
do this but none in the public sector. Feedback in the affirmative or
negative would be greatly appreciated.

Thanks
