For years, critics derided Pennsylvania's open-records law as a weak statute that thwarted public access to the business of government.
On Saturday, Gov. Schweiker signed into law a measure revamping that 1957 statute, a move described by supporters as a modest step toward greater openness.

With the goal of cutting processing time in half, the City of Mobile, AL is deploying a
collaborative court case management system.
The Web-based application, based on FileNet's Brightspire e-business framework, will
streamline the business process flow of court dockets through the judicial system and
interact with different police agencies, as well as county, state and national crime
databases, according to a press release from FileNet. It also gathers data from
numerous host systems at the state, county and federal levels.

Commission approves relocating archives

BLOOMFIELD - Those seeking to gather information from Stoddard county
court records will soon have a more accommodating place to do it. The
Stoddard County Commissioners announced Monday morning that the
archives would be relocating sometime in July to the ground level of the
old trust building in the former Division III court room behind the
Stoddard County Courthouse in Bloomfield. ?It?s just a better location,?
Presiding Commissioner Jerry Elder explained about the move. ?It will be
handicap accessible and it will just be easier for everyone than what we
currently have.? The archives are currently located on the lower level of
the old Trust Company building. According to Elder, it can be confusing
for some people to access the records in their current location.

Paperwork, Legal Battles Plague Businesses Near Ground Zero

Steamers Landing, a small restaurant and bar tucked in along the quiet esplanade that runs along the Hudson River in Battery Park City, used to be an idyllic spot for Wall Street types to escape for lunch.
But on Sept. 11, Steamers was filled with ash and debris when the World Trade Center
towers collapsed just two blocks to the east. The restaurant was behind police lines and unreachable for months. When its owners were allowed back in, the place was a wreck.

Iraq to return Kuwait's records

IRAQ is expected to take one more step towards making peace with Kuwait today when plans are finalised for the return of the emirate’s entire official archive.
Diplomatic sources who attended yesterday’s talks between the United Nations and Iraq in Vienna, said that the one deal likely to emerge from the meeting would be Baghdad’s gesture towards Kuwait.

Officials ask for new system

July 5, 2002 - The Shelby County prosecutor and clerk of courts have recommended a new system for storing documents electronically in their offices, which other county offices may join.
In a meeting with the Shelby County Commissioners Tuesday, Clerk of Courts Judy Snodgrass said she sent back another computer system that was not working out, but she thought that a system created by Shelby Computer Connections in Sidney would do
everything her office needed.

German Archive Welcomes File Opening

BERLIN (AP) - The guardian of communist East Germany's secret police archives
on Friday welcomed parliament's decision to unseal files on public figures that had
been closed since former Chancellor Helmut Kohl won a court battle earlier this
year.
Marianne Birthler, head of the agency overseeing the archives, refused to say
whether Kohl's records would now be released. Kohl's lawyer has said he would
return to court to fight any such decision.

New Jersey prepares to let sun shine in on documents

Come Monday, New Jerseyans will have a new level of access to information.
An updated "right-to-know" law kicks in Sunday night governing government documents. For the first time starting Monday morning, the onus is placed on government to prove why citizens can't see documents, a shift from past practice.
"The new law takes New Jersey from the worst to almost the first in the country in terms of open government in the country," said Assemblyman George Geist, R-Gloucester, the bill's sponsor. "We've now swung the pendulum the other way."
