Short Description:

The Public Record Office Victoria (PROV) is the archives authority for the
(Australian) state of Victoria. PROV is part of the Department of Premier
and Cabinet, and is set up under the Public Records Act 1973 to be
responsible for the long term disposition and care of all records produced
or held by the State Government. These public records provide evidence of
government actions past and present.

The Victorian Electronic Records Strategy (VERS) is the state of Victoria's
Solution to the problem of electronic record keeping for long term
preservation. The Victorian Government has provided funding over a period
of two years (2002/03-2003/04) for the establishment of the VERS Centre of
Excellence to assist the roll-out of this solution to the government
sector.

The contract manager will provide legal, contractual and intellectual
property related advice and support to the Centre, Public Record Office
Victoria and associated committees.

Duties:

The Contract Manager is responsible for:
* Providing expert legal, contractual and intellectual property related
advice and prepare all relevant related documentation;
* Managing VERS Centre of Excellence related contracts on an ongoing basis
and ensure that the Manager is fully informed of the state of contractual
issues with the Centre of Excellence program;
* Providing executive support in the development, implementation and
management of strategic planning for the Centre of Excellence;
* Managing the Public Record Office Victoria's advisory needs in the areas
of contract, intellectual property and related legal matters; and
* Legal record management and maintenance support of databases and
recording of all activities.

Key Selection Criteria:

The successful candidate will have:
* Demonstrated comprehensive knowledge of contractual law, intellectual
property law and associated matters;
* Proven experience in government, particularly in the development of
contracts for purchasing professional services;
* Demonstrated experience in the provision of high-level policy advice on a
range of legal issues with government focus;
* A proven ability to think strategically, make sound judgements and
implement appropriate action;
* Superior written and oral communication skills together with the ability
to communicate effectively at all levels; and
* Appropriate tertiary qualifications.
