When IDEOLOGIC assessed the same kinds of data for the US voter population as a whole, a different story emerged. Not only did the general public not directly link these issues together with the stalking-horse issue of immigration, but the whole cluster itself played far less of a role in voter assessments of candidates. In fact, except for small differences, the two issues (the economy and immigration) reversed roles.

Thus, for Wilson to succeed, IDEOLOGIC's analysis suggests he would have had to convince voters of this linkage and its importance. In California, his strategy could work, but it did not "scale up" to the US, as a whole.
