Currently there is no clear decision on compost tea, which is why the Compost Tea Task Force is working on this charge.

Compost Tea can be approved for use by certified growers by the USDA - NOP apparently, since at least one company that I know about has done so.

OMRI and Oregon Tilth have official stands on the topic, which basically say that if certied compost is used, and everythign going into the compost tea is certified as approved by one of the approved organic certifiers, then the compost tea can be used, and is approved.
