policy on house sparrows

Is anyone aware of any "official" language from an agency such as US Fish and
Wildlife Service, NC Wildlife Resources Commission or other natural resource
agency that discusses specific recommendations for homeowners that may have
sparrows moving in on their nest boxes. I am looking for an overview of what
is recommended to people that have put up a bluebird or other nest box, only
to find house sparrows move in. In other words, is it any agencies' stated
policy to encourage homeowners or land managers to discourage the nesting of
house sparrows in boxes intended for native species?
