If I had to guess what your mystery bird was, I would vote for the No.
Mockingbird.  And I am judging from past experience.  First of all, I
noticed the same sort of strange bird song/noise in my yard on several
occassions.  I do a limited amount of 'birding by ear', but that was one I
was not familiar with.  I finally discovered the No. Mockingbird was the
culprit.  Everything you mentioned in your description fit my own
experience.  It is usually heard in the late afternoon at dusk, and the
behavior would fit the same bird.....running off the other birds, which is
what they seem to take the most pleasure in doing.  Long, slender bird, with
long tail.  The song/noise is completely out of character for the
Mockingbird which is why I was totally surprised when I identified the bird.

And then again, it might be a Yellow-Billed Cuckoo.  LIke Percy said, "only
under the condition of ordeal....."
