The law is a bit complex; I'd talk to the shelter, who probably has the
say-so.

BTW, regarding an earlier post, should you ever have the occasion to take a
bird to the vet...if there's a choice between oral administration of a
medication and injecting it, the oral route is definitely preferable---- but
the person MUST know how to do it.  Same with injections, of course.
